Hawaii's Act 326 of 2012: Fines of up to $100k for VR Owners

Hawaii's Act 326 of 2012 attempts to identify unregistered vacation rentals with threats of fines of up to $100,000, and tries to make local homeowner associations responsible for keeping track of vacation rental activity.  The state's governor refused to sign the act but it became law anyways.
